Silvia Saravia
Brief biography
PhD in Economics from the University of Sheffield and Master’s in Public Policy Analysis from the University of York. She has over 17 years of experience in international organizations such as ECLAC and FAO of the United Nations, the European Commission, and governments in Latin America, Europe, and Sub-Saharan Africa. She has led research and public policy design in more than 15 countries, managing development funds of up to 150 million dollars. Her work focuses on sustainable water governance, the water-energy-food nexus, and monitoring SDG 6 in Latin America and the Caribbean. She has a strong background in program design and evaluation, coordination of expert networks, and multi-stakeholder dialogue with participatory approaches. She has produced technical and policy recommendations for national and international initiatives — including the review of the tariff framework in Costa Rica, the promotion of circular economy plans in the water sector in several countries in the region, as well as agricultural rehabilitation plans and food security programs in West Africa and Latin America and the Caribbean. She is also a university lecturer with over a decade of experience at the University of Oxford (United Kingdom), and an active speaker at international conferences and public policy forums.
