Brief biography

Lawyer and former Coordinating Minister of Strategic Sectors of Ecuador. He has a well-established track record in the design and implementation of public policies related to the energy, mining, and infrastructure sectors. At the regional level, he has collaborated as a consultant for the Economic Commission for Latin America and the Caribbean (ECLAC), where he has contributed to studies focused on natural resource governance, value addition in extractive industries, and the development of policies for a sustainable energy transition. His contributions include research on the lithium value chain in Chile and the copper productive linkages in the Andean region, as well as institutional analyses of regulatory frameworks in mining and energy.
